This works for people who want to comunicate something to the community or to the people around him something or to receive their opinion or something. This helps the creator of the QR code because he doesn't need to pass the link letter by letter with his friends or with the people around him

What is it?
"QR codes are two-dimensional bar codes that can contain any
alphanumeric text and often feature URLs that direct users to sites
where they can learn about an object or place (a practice known
as “mobile tagging”). According to the PDF, but basically in my own words, QR codes are bars of codes that can direct people to especific links, forms, and different types of things all around the internet.

How does it work?
As I said on the who does it, I said that the computer that mades it does it in a "universal machine language" that shows or tells your computer or phone where to go or it gives a link to transport you into that link for you to explore.

who's doing it?
According to the PDF, there isn't someone especifically who draws line per line. This does it a computer all over the world, but generally from Japan and England. This works because it's made like a "Secret computer language."
