What the government should do?

making investments in water saving projects locally

allows water consumers to obtain water supply rights

set up comprehensive national water rights system to manage distribution permits and resource fees

limits on water use and cover all levels of government and industries

protect and moitor the action of polluting by factories and industries

encourage public to participate and strengthen law enforcement
