Your claim is a conclusion you reach when you are trying to decide what to say about a subject.

Claim of Value

People often disagree about matters of value: Aesthetic and Morality
Example: Black cats don't look very good in photos
Example: Bathing suits have gotten too skimpy
Desirable or undesirable based on moral or aesthetic principles

Claim of Policy

Example: More black cats should be adopted by diminishing superstitions.
Example: Sunscreen products should be more closely regulated
States that a specific course of action should be implemented

Claim of Fact

Example: Cats sleep 16 to 18 hours per day
Example: Excess sun exposure causes skin cancer.
States that a condition exists, has existed, or will exist, based on factual evidence
